home news newsletter in the news previous home pages steering group meeting dates agendas and minutes members topic groups advisors terms of reference declarations of interest funding key steps parish documents documents maps further information proposed development sites neighbourhood plan county policy national policy our winterslow history picture gallery village website faq have your say have your say - now! newsletter signup contact us welcome to winterslow2035 looking for something? all our previous homepages are here don't miss out! sign up to our newsletter over 300 people already receive our newsletters. read about the latest developments as soon as they happen! so what’s happening? two major factors have impacted our progress over several months: 1. primetower further proposals for middleton road last year’s planning application for 46 homes was submitted in march and finally withdrawn in november. you will recall that a further proposal was made during the summer for 30 homes. we carried out a household survey as the proposal was essentially a direct alternative to the 2 proposed sites, each of 15 units, in the draft neighbourhood plan. 64% of respondents supported the np sites and 36% supported the primetower proposal. a new planning application from primetower for 30 units was then submitted to wiltshire council in february and clearly the outcome of this application will have a major impact on the progression of the np. 2. the justification for affordable homes when we started the np process there had been a long period of very few new homes being built combined with continuing extensions to existing homes. the evidence was clear that a majority of our community supported new homes, particularly for first time buyers, local families needing affordable homes and those downsizing. parishioners did, however, wish to see such development dispersed over small sites of no more than 5 units per site. the 2013 housing needs survey indicated a potential requirement for 16 affordable homes. to guarantee the provision of such homes we proposed and received community support for 3 sites, each of 15 units, that would deliver 18 affordable homes. (developments of 10 or more units must provide 40% affordable homes.) one of these sites (keel close) received planning approval for 13 units and when building was completed 5 affordable homes became available. the allocation of these 5 homes was unexpectedly problematic and time consuming. finally only 4 residents had a winterslow connection and 1 had a connection with a nearby parish. following this surprising result, the parish council approved a new housing needs survey last autumn. this new survey indicates a current potential requirement of only 9 affordable homes. to be eligible for an affordable home the applicant must meet wiltshire council criteria and be placed on the relevant housing register. wiltshire council confirmed in march that there were only 2 such applicants on their registers. based on the experience at keel close and the latest data from wc, the steering group cannot justify continuing with 2 additional sites, each of 15 units, that would provide 12 affordable homes. what does this mean for the np? the steering group, having removed the proposals for the remaining 2 large 15 unit sites, are now considering how to construct an np that continues to provide the dispersed small site developments that the community has supported from day one. you will recall that, in addition to the 3 large sites, we proposed 7 small sites. 4 of these sites have already received planning permission. our original proposals would have delivered about 56 homes over a long period. as time has passed about 50 homes have already been approved in the parish and several more are currently in the ‘pipeline’. as such development is proceeding faster than we ever envisaged we have also decided to remove all site allocations from the draft np. experience shows that planning applications for reasonable small dispersed developments do receive the required community and parish council support. a lot has happened since we started (mostly very positive) and we must react to events and current evidence. because of these significant changes the steering group is now re-evaluating how our np should be structured. we would really value your feedback, questions, or concerns. please do contact us.click on ‘have your say’ or pop in to a steering group meeting. our meetings are open public meetings held on the second tuesday of each month at the pavilion on the recreation ground at 7.30. thank you, mike taylor may 2018
